Do you mean "bad anime" or "anime that people
didn't liked" ?
It seems that many people answered to the second
one. But that's highly dependent of personal
tastes. For example, I don't like at all Maison
Ikkoku or Orange Road but that's because I don't
like those kind of stories. But they aren't bad
anime.
On the other hand, it is possible to say that an
anime is bad based on much less subjective
criteria : Bad story, bad art, bad animation,
overall bad quality,...
