No, that's not true : You don't have to like a 
story to recognize that the plot is original, well 
developed, coherant, with an interesting ending...

It's the same with drawing and music : There is 
citeria that make it bad or good, whatever you 
like or dislike it. Arts is far from being just a 
question of personal tastes...

And naturaly, you have things like the quality of 
the animation : anybody can recognized if it's 
well anime or not.
