May be others won't agree, but that's just what I 
think...

I think making fan cel is ok, as far as the 
composition is think by yourself, draw by 
yourself, and self use only.

What I disagree with, is those fan cels made 
under the following condition/purpose:

1,plan to sell it afterwards;
2,made the fancel for others to earn commissions;
3,make a fan cel from others original cel 
collections without asking the one who own the 
cel;
