I completely agree.  I think "offers" should only
be for extremely rare cels - I'm tired of seeing
post after post of "taking offers on my
collection."  I agree that either they have a
price or they don't.  I'm not going to waste
my time trying to guess the other person's
magic number.  Almost always, even if there's
something I want, once I see the word "offer"
I close my browser window.  

And what I loathe even more is when I make an
offer and get the story about the phantom
offer from months (or years) ago who offered
this unreasonable amount of money for the cel,
and the person will only sell for that amount.
Ok, so the flake made an offer and never paid.
So now you think other people want to mirror his
games (if he even existed)?  Once I hear that
story (and especially if the amount is far above
what I was offering), I lose interest in the cel.
Let the person wait another decade for this
phantom collector to contact him/her again.

The thing that REALLY frustrates me about offers
is when you send an offer and never hear back
from the person.  Either it was a good offer or
not... at least take 2 seconds to write me back
with a yes or no.  If I've taken the time to
consider an offer in the first place, then I 
really, really want the cel.  But if I have to
wait a month to hear back (or write multiple
"did you get my offer" emails), is the cel
really worth it?  After 3 or 4 emails - well, 
the seller doesn't seem to think several hundred
or a thousand dollars is worth answering, so
I guess the cel isn't worth bothering about.
Even "rare" cels aren't the only ones in 
existence.  :P

Just my ranting on a practice I don't care much
for... :)
