I think your post was totally justified, and I 
can see your point of view. but the part 
unfortunately I haven't been around this hobby 
long enough to remember the good ol' times when 
offers were accepted on extremely rare cels only. 
then again, there's another subjective term. 
however, I do know that if you put just one or 
two cels for offer, in today's collecting world 
you may get zero response. unless of course it is 
a CLAMP Wish cel. ^_-

another point I'd like to make is that this hobby 
is not a profession, and though of course some of 
us would like to stick to a code of so-called 
etiquette, there really cannot be a rule book. 
there are simply too many people involved from 
too many different demographics. so yes, the 
word "offer period" will always be a grey area.

I have had great luck with offer periods myself. 
I've gotten about 75% of the cels I really truly 
long for and have offered on. that being said, I 
think the offer period is an excellent 
opportunity for the serious collectors to get 
what they have been eyeing forever, and for the 
selling collector to get some spending money for 
other cels. speaking of which, a lot of people I 
have encountered can't seem to afford to pay for 
even a $100 outright, which is why your person 
was waiting for a payment to come in before 
solidifying his offer to you. gosh, I've had 
teenage girls asking me for payment plans on $40 
items before.
