I don't think that I've ever made someone an 
insanely low offer. But when I was completely new 
to cel collecting I asked Celga to make a bid on 
YJ for what I thought was a very nice Gundam Wing 
cel of Heero. My clutch-my-chest-I-think-I'm-
having-a-heart-attack bid was something like 
$200. It turns out that the cel (an Endless Waltz 
OVA End cel) went for around $2,500. If it was a 
make me an offer situation, I could easily have 
offended someone. I really just didn't know any 
better. (The scary thing now is that for an 
awesome cel, $200 wouldn't even make me bat an 
eye.)

And the great disparity in cel prices is 
extremely confusing especially when you are new 
to the scene. Personally, I can point out several 
instances of cels that are currently for sale in 
dealers websites that are very similar to or are 
from the same sequence as one of my cels, but are 
being sold for much more than I paid for it. 

SO unless a person is an obvious scammer or 
outright rude, I believe in being polite, but 
letting them know why their offer is 
unacceptable. I know if I was that person, I 
would appreciate the lesson, because it would 
probably help me in the future.
