If she buys the raw stuff, meaning non fan
subbed, it's the same as if a Japanese person
buys it.
It's not quite that simple, particularly if a
comparable local version is available.
A person that buys a product is a
consumer regardless of nationality. The companies
producing the anime don't give a hoot where
you're from if you give them money for the thing
they're producing.
Tell that to Pioneer LDCA, ADV, Viz, Bandai
Entertainment, Media Blasters, Synch-Point, and
Central Park Media.
