If you paid through Paypal (and if it is less
than 60 days since you paid), you could possibly
go that route. I truly feel this is the seller's
fault (as already stated by others). They should
have noticed a difference when insuring the
package that the total seemed a little off. You
could initiate a claim with your credit card
company (if you paid this route through Paypal)
and have the seller deal with the post office.
As far as the seller saying that you could even
claim a package that was uninsured, that is not
the case. You must have some sort of proof of
insurance. I once had a package arrive damaged.
I took it to the post office. It took a little
bit of emails to get the insurance stub from the
seller, but they actually were able to scan it
and send it to me via email attachment and I was
able to print it out. I was able to take it into
the post office that same day since the seller
was nice enough just to scan it. The claims
officer said that works just fine. I filled out
all the glorious paperwork, and about 4 weeks
later, got a check in the mail for the item and
a few dollars extra. Thank goodness I paid with
Paypal, as I easily just printed out the payment
receipt and right there was my proof that what
the item was insured for was what I paid for it.
As far as your waiting a month on the seller,
there is no way I would have done that. If I
didn't get anything from the seller a week after
I received the package, I would have
automatically contacted Paypal/CC company and
initiated a claim. This seller has not treated
you very fairly or with respect. I hope
