(I might repeat something others have said since
I've not read all the posts in this thread. . .)
In the past, I have occasionally asked sellers to
underinsure packages -- usually because the value
is a minimal amount over whatever the closest
insurance tier is before you get charged more. In
that case if something happens, it was MY decision
to risk sending the package partially insured.
But if I ask for a pacakge to be fully insured,
then insuring it is the seller's responsibility!
If they underinsure the package and it becomes
damaged, then the seller owes you reimbursement.
It doesn't matter that they didn't damage it, it
matters that they did not protect you from the
financial loss when you requested.
