do not care what the excuse is. You bid you win, 
you PAY one way or another! Personally I wonder 
why evilbay doesn't do this already, I've asked 
and even suggested it over five times already. 
Once I even asked someone on a live chat, but 
they only commented they'd pass the suggestion 
along. Humbug.
