I don't *think* it's illegal, so long as you're 
only telling the truth.  But I could see it being 
abused.

I know at one point I had arranged with someone 
(on these boards, too) to buy a cel, and I was 
looking foward to it-- but then they they 
disappeared for a while, and I sent them an email 
asking... I think I was asking how they wanted to 
be paid.  They never responded, so I never sent 
them the money, and never heard from them again.  
In a case like that, am I at fault or are they?  
They *could* claim I was a deadbeat buyer... but 
since they disappeared off the face of the 
internet, I can't really deal with them now, can 
I?
