I understand your opinion. But I guess there is 
a misunderstanding. TEST cels are NOT hanken 
cels to me !

They are NOT used as design for posters, 
wallscrolls, pencilboards.

If those X cels at this animechaos update were 
used for the making of the booklet of a CD, I 
would perfectly understand why they cost so 
much. But the cels of this update were said to 
be "TEST Hanken", not "Hanken". To me it means 
that actually they were NOT used for the 
booklet. We should ask the cel dealer...
