Well, here goes my criteria for buying cels.

A) Character. This is a given. I will only buy a cel if I 
   like the character. If I don't know the anime, I'll buy 
   the cel because I like the appearance of the character 
   (so far I haven't bought any unknown cels).
B) Pose. Is the character in a characteristic pose? If the 
   character is stubborn and bossy, is he/she screaming or 
   looking exasperated? If it is a cute character, is he/she
   in a cute pose? If it is a male character known for being 
   a womanizer, a cel of him putting moves on a woman is what
   I'd be after. Stuff like that.
C) Action. I prefer if the character is doing something. One
   exception to this rule is bishonen cels. There are some 
   characters that I would rather have a plain, close up cel
   of. *drool*
D) Quality. Sometimes shows are directed by more than one 
   person. Let's use Sailormoon, that's a prime example. Do 
   you know how some episodes look kinda bad in the animation
   area? Usually cels from those episodes are poorly drawn, I 
   try to avoid those. Fushigi Yuugi is another example...there 
   are so many cels of Miaka where her chin looks too large, her 
   forehead out of proportion, etc. I'd like the artwork to 
   be good.
E) Scene. There are some scenes that I would dish out big money
   (if I had it) for. Even if the cel doesn't meet all the other
   criteria, I'd still buy it. Hotohori fighting Tamahome would
   be a prime example. This rule is illustrated by the high 
   prices character death cels go for.

Well that's about it. I think monochromatic cels are kind of 
neat, but I don't like to get cels with weird colors due to 
lighting effects. I probably won't buy a cel of a character with
his or her eyes closed if I can help it. The mouth being open 
or not doesn't matter much to me.
