may be because he see the auction and it was to 
late for email you.
Or he think that you will be aggree.
I am french and when i see a cel or stuff that i 
want i always try to email the seller that ONLY 
ship to US address, ewplain that i will pay all 
shipping fees ... and the seller always told me 
OK. ^_^

But i am agree with you i have the same problem 
with the ebayer who don t read my text and say 
me "yo can you accept check?" i say not and he 
realize that i live in France.... -_-
