I think it would be a great resource as well...

Firstly, it would have to live somewhere very 
accessible - (personally Cels.org would be my 
first pick). 

Secondly, the blacklist must be verified - we 
don't need someone accidentally getting in there.
O_o The base should definitely be with the Forum.
People should also start watermarking/stamping 
their cel images or not load enlargements - I 
know it's a pain, but I'm sure it'll cut down on 
a *lot* of such trafficking.. At least on cels 
known to fetch high prices. 

It would also be nice to have a general how-to 
auction guide connected to such a Public Service 
site - like "always check bid history, feedback, 
etc." (You'd be surprised how many people don't 
check feedback alone!)
