Hanken means copyright in Japanese, Hanken cels are *but not* always Cels which a company like Bandai has paid rights to the studio for use in the production of a Shitajikis, Posters,CD and LD covers the list goes on and on.
Japanese studios don't seem to have much control with people copying there characters, Just pick up any 18 Doujinshi to see this. Note most Doujinshi carry the artist's name and address and the studio's still do not try to enforce the copyright on the character.
If company that does Ed's pin ups has not paid the Hanken rights to the Studio then the cels should fall into the "fanart" section of cels.
