We already have too many net cops here.  Maybe if 
people minded their business, there wouldn't be 
so many "problems".  

I don't mind a moderated forum when it *starts* 
as a moderated forum, but changing a unmoderated 
forum into a moderated one is a) too much of a 
hassle b) bound to cause a lot of hurt feelings. 

I think a FAQ is sufficient.  If someone posts 
something that is out of the bounds of the FAQ, 
then they can kindly be pointed to it.  If they 
continue on, then everyone can just IGNORE them 
and they will go away.
