It depends on the person, just as in domestic 
shipping.  It is probably a good idea to get 
customers abroad contact you before bidding, 
since misunderstandings are common.  If you are 
selling a cheap cel, just go ahead and refuse to 
ship internationally, because it is probably not 
worth the trouble for either person. When selling 
an expensive cel, it is probably worth it to ship 
internationally.  If a person is giving you 
grief...tell them the weight of the item, then 
direct them to usps.com.  Make sure that you pack 
the cel well, since shipping, especially to other 
countries, can be very rough.
