Well that's a 2 parter. I for one tell people you 
have thes options for shipping of the cels (and I 
list them and the pricing) It is up to the buyer 
weather they want to pay for Delivery 
confirmation, or overnight ect. Even insurance 
for another. If the buyer specificaly states they 
just want priority mail then that's what they 
get. 

If a cel is lost with priority mail I have a 
reciept and it can be traced to a certin extent 
w/ a $2 or $3 fee if I remember correctly. But 
any additional fees put forth by the PO such as 
the trace fee are all the buyer's responsibility. 
Once it leaves my home as a seller I am no longer 
responcible for refund if it is lost. Basicaly if 
it's a cel the person cares about they will pay 
additional for Insurance or tracking if not then 
it's on them should it not turn up. 

I don't think I have ever had a missing cel 
problem in the time I have been trading/selling. 
So I can only speak from my feelings and not from 
actual experience. Hope this helps.
