He doesn't own the copyright to any of the 
Dragonaball characters, he just owns a cel. That 
doesn't entitle you to any special privileges. 
If it bothers you that someone is making a 
copy "fancel" and selling , just watermark your 
cels or simply don't display them (which I 
latter opt for). I got sick and tired of people 
stealing my images and posting them as their own.

The guy selling the fancel though is not in the 
legal right. Since he is selling something with 
copyrighted characters on it.
