I would contact the seller first, if cel was 
misrepresented.  But, it sounds like you might 
have brooded about this for a while.  If it has 
only been a short period of time the seller might 
still be reasonable about working something out, 
but if its been over a month I think the seller 
much less likely to listen to any compliants.  

So email the seller but not in a really accusing 
tone and basically back yourself up with pics of 
what you were expecting via scan seller supplied 
and what you received.  State the differences 
between the 2 pictures, and that had you known 
the true condition you would not have offered as 
much.  Might be able to work out partial refund, 
or seller may request its return to sell to next 
highest bidder and send refund.
