I'd first tell off the seller ask them for a 
refund, if that doesn't work, if it truly is a 
dream cel, it shouldnt matter that it is 
damaged.  If you choose to restore it the 
monetary value does go lower, that shouldn't 
matter to you either, if this truly is a dreamcel.
