Thank you Lady Brick - I'm glad to see I am not 
the only one who feels this way.

What I did when I saw the note on an item I was 
considering bidding on and needing to email her 
about Paypal usage is just that - email and ask. 
When I pointed out quite nicely its illegal to 
pass those fees on, I get a response that she 
knew and something about just not bidding if I 
don't agree. :p  Well, if someone responds in 
that manner, I will surely pass the email along 
to ebay's safeharbor as well as Paypal - credit 
card charges are illegal, period.
