In brief:

A couple of months ago Mangaya took a cel that they had listed 
on their webpage for X price which was requested by many, many people 
and rather than sell it to the first one to have asked for it, they put the 
cel on auction so that it went to the highest bidder rather than the first 
to request it. 
This sat wrong with a lot of people, some of whom got very angry and 
said very mean and vulgar things, turning a discussion of this means of selling 
into a shouting match and delivering personal attacks rather than 
constructive criticism. 
Mangaya was hurt by these personal attacks and closed their webpage.
One of the biggest complaints was that this auction-for-popular-cels 
policy was not stated up front, so people resented this bait-and-switch tactic.
This resentment was justified, in my humble opinion. 
When Mangaya reopened, they made a clear statement of their policy and intent and 
in my mind that clears them of actual wrongdoing in the future and puts them 
with every other cel dealer in the "If you don't like this policy, you are free to shop 
elsewhere" category.
