Technically this is correct.  You do not need to ask for permission to
use any images of copyrighted material that is owned by anyone other 
than the copyright holder, regardless of who owns the cel, unless of 
course it is the copyright owner that owns it.  
Now if the cel image was altered, ie. a mustache put on Deedlit, then you 
would need to ask permission of the webmaster, but not of the cel owner 
if they are two different people.
