Er...you do realize that there are still humans 
using the machines, right?  And that the lines 
that get onto cels are put there by Xerox 
machines?  And that the process is identical up 
until the cel painting?

I'd say that if studios have no interest in 
releasing sketches to the public, then they 
certainly don't want to switch back to an 
expensive, wasteful, and inefficient system just 
so they can sell foreigners a few bits of trash--
no matter how many people sign an Internet 
petition demanding they do so.
