IMHO a real fan would make fancels in such a way
that they couldn't be confused with a production
cel.
A real fan artist would have no excuse for trying
to make a nearly exact copy and not add a
signature or something that can't be easly
removed.
If someone try to make a nearly exact copy without
distinctive marks, that can only mean that he want
to make money by cheating buyers. Selling them at
a low price or even giving them away is not an
excuse : because you can't know that the next
person to have it won't try to resell it as a real
cel.

If it's as you say, the person won't mind that the
image is not exactly the same as the original and
that the cel has a distinctive mark. And if the
person mind, you should question his/her motive.
