...first off, fancels aren't "wrong". If you're 
going to be that way, then I hope, for the sake 
of your argument, you have never written a 
fanfiction, drawn a fanart, or bought a 
doujinshi, because they all fall under the same 
category. Is my making a little plush doll of a 
character wrong, simply because someone else 
created the character? Most fancels are also 
copied from screencaps, not from cel scans. 
However, it's really an opinion thing, so it's 
moot point to argue this.

As for bootlegging and fancels; I think it would 
only happen with high end cels, because if you 
were going to bootleg, you would not choose, say, 
a $25 cel of Tenchi. With this in mind, 
bootlegging of cels in a mass produced setting I 
really don't see happening, at least not on eBay. 
A smart bootlegger would space out selling the 
cels, since they are high end, and most likely a 
copy of the same cel over and over. So, I don't 
see it as something that would ever become 
rampant, like DVD's...which are also much more 
widespread as a genre, with a bigger target 
audience than cels.
