It does happen, but usually the person is caught
pretty quickly, as it's almost always PAINFULLY
obvious they are not selling production cels.
The biggest thing is people who label things
as "cels"; they do not say "production cel", but
they ALSO do not say "fancel"; and thus, via
semantics are able to get away with it.
