Mail Fraud occurs whenever you purchase an item
and the dealer doesn't ship the item to you.  Mail
fraud has become a growing problem since the
internet became more accessible.  When you buy
something from the internet and they don't send
you the product, then that is considered fraud and
you can file a claim with your post office.

Normally what your post office does (if it is in
another state), they contact the Attorney general
of that state for fraud (I think).  With
International mail fraud, it is different.  They
will have to contact whoever is in charge of that
field in japan.
