Hey Rekka, to be honest, with a situation like
this, I wouldn't even ask for a compensation, but
rather be more concerned with GETTING MY $190
BACK!!  Keep on nagging them.  If they still don't
refund you for the cel, then send them a
Registered letter (make it "official").  There is
also a way to contact the Japanese mail department
to try and charge them for mail fraud.  They are a
company which means that they must have a license
to sell (unless it is illegal, which can put them
into more trouble than they are already in, if any
at all).  If the complaint goes through, they will
lose their license to sell.
For information about this, contact your post
office and see what they recommend you do and see
if you can get them for mail fraud.  I will post
your question on another forum (related to
business) and see if anyone else can come up with
some better suggestions.  Will keep you posted . . .
