I think Anime-Link just doesn't want other 
dealers selling Vampire Hunter D cels.  

A person who isn't a dealer probably wouldn't get 
bothered, and they wouldn't be breaking any law 
if they weren't considered a "dealer".  

I remember reading something like this in the 
Uniform Commercial Code, in my Business Law 
class. I didn't pay much attention so if anyone 
has specifics please join in!
