They have the right to sell the cels, but the 
images are property of the studio that owns the 
copyright. Now, the copyright holder can 
authorize a single person or company to display 
those images, so it's possible for them to 
control the sale of them online, but not in 
stores (actually going to a dealers store and 
buying it).
