Ok, to answer most questions :
1) Yes, they are serious and they won't take
your money away.
2) No, mail order is not their main business
and so it may take time to get an answer from
them.
3) Their website is definitively not up-to-date
and they never claimed that it is. So until
you get a confirmation that they still have
the cels...
4) Most people here don't seems to have problem
dealing with japanese, which usualy mean
paying them in their currency (yen), using the
method they want (wire transfer)...
I can't understand why the same conditions
seems to be a problem when the dealer is not
japanese....
Or more simply : They will sell to USA but
that's not their main goal. So you will have
to pay them in french francs, using the methods
they want/can accept. If that's not ok with
you, then don't order.
It's not poor customer service : it's simply
how things are. Like AWS, Mandarake and others,
if you want to buy something by mail order from
them, get their mail-order catalog (in French),
send them back the order form and accept their
mail order conditions.
