Haven't you ever thaught that the reason that a 
collector might be selling some of their cels is 
because they need the money?   It's incredibly rude 
to even suggest a payment plan, in my opinion.  I 
think that most times the seller accepts this, is 
becaue they are desparate and can't sell the cels 
any other way.  
Anyone who can't afford to pay for a cel within the 
normal couple of weeks, shouldn't even be looking 
at cels, because the temptation is just too great.
