Well, the first things is to be clear on what is
a "fake" cel. Fake cels are illegal copies. Cels
made by the studio in several copies to be sold
are not fake : they are promotional cels...

That usualy imply one things : when a studio sell
production or promotional cels, they can do it
at a price much lower than what it costed to
make the cels as it's only a by-produce. It's
a way to get rid of them as they don't have any
more use for them. (The main produce of a studio
is the anime itself. In case of promotional cels,
it's the publicity for the anime).
When someone makes a fake cel in an attempt to
sell it, his goal is to gain money. So he would
be meaningless for him to make fakes of relatively
cheap cels. It would simply takes him far too much
time for what he would gain from it.
