You exact problem has happened to me me numberous 
time.  I'm dealing with one right now.

I also just had an international person who asked 
if I'd ship to them.  When I said 'no', he bid 
anyone.  When I cancelled his bid, I got a nasty 
little email that now claimed he also had a US 
address and how dare me...

Ebay used to be nice, at least in terms of the 
bidders you get.   I out of 9 auctions that I 
supposedly 'sold', I've had to file non-paying 
alerts of 4 of them so that I can ultimately 
reclaim my end of auction fees.
