Was the dealer in JP? Somehow I doubt as a 
overseas buyer in the States -I'm assuming- you'd 
have a legal claim you can file against them. If 
however, you are in the same country, maybe you 
have a better chance? 

Please refrain from flaming. I am -not- a lawyer 
but if I was in your shoes, I'd strong reconsider 
writing the company threatening them with 
litigation. Ask for your refund, include scans of 
your reciepts for postage and see if they are 
willing to compensate you for your troubles.

Asides from that I'd record everything as a 
narrative and scan the packages, cels, and post 
it on a site -which you'd share to a select few 
if desired- to warn other collectors about them. 
Lastly, if after attempts to get the ball rolling 
on their end fails, please post the actual name 
of the dealers. There is no excuse for such 
unprofessional behavior and poor customer service.
