Yes the Heck cels seem to be Post Production Cels, But
I tend to disagree that they are just mega fan cels.
The main thing I like about these cels is unlike
reproduction cels there is only one cel produced.

Also  it looks like only 250 to 500 cels could be
produced per series so if the series is popular I see no
reason why they won't hold there value.

Maybe it is a love them of leave them thing, but they seem
to be selling on this http://www.madokajapan.com/ so
some people must at least like them.
