Here's what I do:
1. It depends on the condition of the bag. If
it's really nasty, I will replace the bag. If
it is good-to-medium quality, I'll generally
will keep it in it's original bag.
2. I leave the staples in just so the layers
will all stay aligned without tape. Sometimes I
am actually thankful a multi-layered cel has
staples because it can be a nightmare to keep
everything lined up right when scanning, but of
course I would never add staples to my cels on
purpose. Also, I have never seen any staples
that have rusted so I don't think they do any
harm.
3. I would gently clean the cel with distilled
water.
4. I *always* take the cel out of the bag.
It's just my preference to have the scan
represent the cel as best as possible and the
bag often interferes with that (wrinkles,
reflections, etc).
5. I never bag the pencil sketches and just put
them in their own sleeve in an acid free cel
book. If the background comes bagged, I will
sometimes leave it in it's bag, sometimes not.
Just depends. I will even leave the cel
unbagged sometimes if it is already stuck to the
background.
6. If a pencil sketch is slightly stuck to a
cel I will try to remove it immediately before
it becomes even more stuck to the cel.
