I just thought I'd comment to this. I only know of one dealer
(who shall remain nameless) who does lottery as their regular 
way of selling cels. As Yann commented, this works the best 
with a limited number of cels all updated at one time rather
than a constant stream of new cels we get from dealers like 
Taro, Animanga, or Chaos. ^_^
It is always worthwhile if you truly want a cel and are 
participating in a lottery to let the dealer know 'this is 
the cel I truly want' and 'This cel is not so important.'
There is no guarantee that this will have any impact on 
the outcome of the lottery. If there are many people who want
a cel then you still may not win. It is my belief that in 
some way if you express your preference you are more likely
to see it recognized. Otherwise a dealer has no way of knowing 
which cel you really want and which ones you would like but 
are not your favorites.
