You can do a lottery when you only have a few cels
from time to time. If you have many cels, that become
impossible to manage and take an awful lot of time.

Also, I know many people (me included) that may order
a few extra cels when buying the one they realy want
so that it will make a larger amount.
So people don't want to pay shipping, taxes and all
just to get the extra cels and not the main one.
So either they will never order them or cancel the
order if they don't win the cel that was realy interesting
them.

Last thing is that it doesn't mean that, compared
to other method, the cels go to the person who want
them most : many people take part to a lottery on stuff
they aren't realy interested in. They don't expect
to win it anyway so why not register ? (If you win and
finaly don't want to keep it, you may probably resell it
higher to someone else).
