Err... I am not sure but usualy customers in a 
shop, any shop, don't go and talk to the seller
except if they have a question or if they want to 
buy something. But if they are just looking 
around... Above that, if the person doesn't speak 
the same language and the seller is already busy 
with another customer...

Yes, people in cels shops just go and browse 
through the binders. Only those that are not that 
much interested in buying ask the seller for some 
specific anime : Most of the time, the cels are 
only minimaly sorted. If you ask the seller for 
something specific, he will feel embarrassed 
because he won't know were to find it. He will 
browse a couple of folders and make like if he is 
searching and then tell you "sorry, we don't 
have". Naturaly, if afer you yourself find some, 
he will feel even more embarrassed :)
