The card that I can track online is the AT&T 
Universal Card. Their site can be found here:

I don't pay any "membership fees" on it, but I 
don't know if they've added any - I've had mine a 
long time. One thing to note about it, is that it 
is *not* one of those cards with an ultra-low 
finance charge. . . (So this is NOT the card for 
someone who carries balances on their credit 
cards. But that's not a good habit to *start* in 
the first place, so the high finance charge can 
be good incentive to keep yourself honest about 
your spending. ^_~~)

As for transferring funds from account to 
account, how long it takes depends on the bank 
you're using. Ask potential banks how long it 
will take by various methods. If you want it to 
be fastest, you should have both accounts at the 
same bank. BUT! When you're setting up the 
accounts, make sure the one account *can't* draw 
off the other on it's own! Many banks have set up 
systems for checking accounts where if you 
overwrite a check, and if you also have a savings 
account at the same bank, the bank will use funds 
from the savings account to cover the check 
instead of bouncing it. This is good for dolts 
who can't remember when they've written a check, 
or for those inept at balancing a checkbook. But 
in the case of using Paypal or such, if you have 
this system in place and a huge payment is made, 
having a separate account won't help since the 
bank will draw off the main account to try to 
cover the "check". So make sure the accounts are 
completely independant of each other.
