I can't recommend Lauren
enough.  She's an original artist first and
foremost and does incredible cg-work, but
has done and will continue to do cels as a medium.  

There aren't any examples up on the site because
the gallery rotates fairly regularly, but she told
me to let people know that examples can be made
available if you ask, and she's still open to
queries even though the page says it's temporarily
closed to commissions.  *grins*  I do have one
example I can show people...she gave me this
Sailormoon Hotaru cel one year for Christmas #^_^#.
