Absolutely.  I happen to think the technique of 
painting cels with acrylics is more difficult 
than coloring in images on a PC.  As for artistic-
 well, you can't really seperate the "mechanical 
technique" from the creativity.  Unless you can 
transform the idea into something tangible with 
some kind of media, using a "mechanical"
