if celga told you before you paid that the 
auction would be reserved for you, then yes, they 
are wrong in taking the next person even if they 
deposited money first. but, if they did not 
*explicitly* state that they would reserve the 
cel for you, then I believe what they did was 
totally fair. I'm sorry you feel like you've lost 
the pan cel, but if you have a really serious 
bid, you should go for it with another deputy.
