Well one thing that can help is to contact one of 
the site moderators on RS, whenever something 
like that occurs. There are over 540 sites open 
at any given time, and a few hundred more that 
are in the background, and closed for whatever 
reason. Sometimes, these hidden ones do open and 
a few of them open with zilch in them or with 
image scans, etc. And if spotted they get zapped. 

There is the policy not to touch a closed gallery 
for now, even if it has nothing in it for months, 
etc. Everybody gets the benefit of doubt, but 
some people just want to be fools.

There is nill tolerance for that kind of activity 
and once confirmed the "gallery" gets the boot 
immediately.
