Although I can't give a definate answer either, 
I can confirm also that I've seen Fan Cel 
auctions with things like 'member cel' in the 
description to identify them.

My translation software comes up with this when 
you translate it all at once:

'Animated picture it is not state: Arrogant 
beauty of the older brother
destruction of life circle of the beauty item 
dog night �� has closed
up. The cellophane doing to apply, doing 
cardboard reinforcement, it
dispatches'


Breaking the text down a bit, the first chunk 
translates to:

'There is no animated picture'

Which in my experience means that it comes 
without a sketch/douga/genga/whatever.

However the next chunk translates as:

'State: Beauty Item'

Which could be an indication of a fan cel :\
Either that or that it's just a nice item...

So, a little more info perhaps but I'm afraid I 
don't think I can help much more than that :\
