some deputy services charge not a percentage but 
in blocks

for example:

0-9,999 = 10$ fee
10,000 - 19,999 = 20$
20,000 - 29,999 = 30$
30,000 - 39,999 = 40$

so its not just a 2¥ difference to make a bid.. 
but a 10$ difference

maybe he couldnt pay that 10$

i know ive won a few times because of people 
making bids like that
